According to the 2000 Census, 138,502 Illinois households do not have a telephone. The Rural Affairs Council is working with the Universal Telephone Assistance Corporation (UTAC) to reduce the number of phoneless households in Illinois though telephone assistance programs like Lifeline and LinkUp.
