People have a right to know when they are living near unsafe conditions.  In order to help raise awareness of environmental health, Lt. Governor Quinn authored the Toxic Chemical Disclosure Act. 

This landmark legislation provides all Illinois citizens with the right to be individually notified of certain dangerous conditions within 2,500 feet of their property by the Illinois Environmental Protection Agency.
